Pat is a Chartered Professional Engineer and a Registered Professional Engineer of Queensland (RPEQ), with more than 30 years of waste management experience including construction management, project management, staff and contract management.
In his previous position as Manager of Waste Services at Moreton Bay Regional Council, he maintained one of the lowest rating charges for waste services in South East Queensland while maintaining one of the highest recycling rates.
Pat’s skills include contract administration including managing various waste collection contracts, project management, landfill management, road and stormwater drainage, landfill cell construction, landfill final capping, waste transfer stations, leachate and stormwater management.
Hinchinbrook Shire Council – Waste Manager to prepare the tender documents for waste collection contracts and evaluate tender submissions in accordance with Council’s procurement policy.
Hinchinbrook Shire Council - Waste Levy Specialist delivering a Waste Levy Readiness Review to assist Council with the introduction of the levy by the state government, including site visits and training.
Hinchinbrook Shire Council - Waste and Capital Works Project Manager for a waste options study on a general retainer basis.

McKinlay Shire Council - Waste Manager to prepare concept closure plans and ensure correct accounting treatment for landfills.
Redland City Council - Waste Planner to develop procurement documentation, including contracts and scopes of work for design and construction projects. Conducted significant project management works, including site inspections for environmental compliance.
Redland City Council - Waste Asset Manager to develop an augmented asset register to capture asset conditions and defects to inform decision making, including capital and operational expenditure forecasts and works programming.
